Consider the Mono Project http://www.mono-project.com/Main_Page This is a port of .Net compilers and frameworks to Linux and MacOS. .Net framework 2.0 is available, including WinForms. Mono has been around a few years now and is getting pretty stable. With luck, the OEC API would interoperate on Unix on this framework. So you could write and run C# on Linux or Mac in theory.
