When another position is open, why can I not add a bracket on the opposite side of the open bracket in the OEC DOM?

I can only add a bracket on the same side as the open position.

Explain the logic behind this apparent limitation.

the bracket function is originally designed to protect an open position with a stop loss order, and also set a take profit level.

Orders sent for an opposite side of current position are considered as closing orders, so bracket is omitted for such orders.
