How does one pause chart updates, so that it can be horizontally scrolled w/o automatically being returned to the current time when a chart update occurs. In the users guide I see the menu item "Lock Latest Bar", however I do not see that option in the live application on my desktop.

You should see the item in context menu of Charts. There is "View" menu which contains "Lock Latest Bar" item.
If you still cannot find it - please try to reset Trader layout to default. The menu item should appear after that.
